Holland Fen with Brothertoft parish council meeting held on Tuesday 1st November 2022 in Holland Fen village hall at 7:00pm
In Attendance: with Councillor Mark Leggott in the Chair, there were present Councillors: Richard Leggott, Dave Ball, Peter Robinson, Nigel Early, Alan Dring, Angela Cannon and Jo Brigham. County Councillor Michael Brookes was also in attendance. 
Clerk – Miss Sarah Kulwicki
Public: There were no members of public present. 
Absent: Councillor Paul Anderson and Borough councillors Chelcei Sharman and George Cornah. 
The chairman declared the meeting open at 7:00 pm. 
1. Chairman’s remarks – The chairman welcomed all present.

2. Apologies for absence – Paul Anderson was not present. Councillor M. Leggott thanked the clerk for coming to the meeting and taking the minutes in order to make sure the finance items are recorded correctly.
 
3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Tuesday 6th September (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor A. Cannon and RESOLVED by all that the notes from 6th September 2022 are approved as minutes and be signed by the Chairman. 

5. Matters arising
a) Councillor Ball told the council that there is still a trip hazard on the bridge and members of the public continue to fall over it. 
b) Councillor M. Leggott told the council that a new grit bin has been installed by Boston Borough council at no cost to the parish it has also been filled with grit. 
c) Councillor Robinson told the council that the dog fouling issues along the vicarage footpath has got considerably worse. The clerk was asked to write to the Chief Executive for some action.
d) Councillor M. Leggott is going to meet with Highways to discuss the drop off points of the new surfacing that has been carried out on Kirton Drove. No other areas will be discussed. 

6. To discuss clerks salary
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor N. Early and RESOLVED by all that the clerk salary be increased to £1900.00 plus any expenses from the 1st January 2023. The clerks salary will be reviewed annually in May. 
The current clerk was asked if she would continue as clerk, which she agreed. 

7. To approve councils budget for 2023-2024 and precept amount to be applied for
Council discussed the budgets and made some amendments see attached.

It was: -
Proposed by Councillor M. Leggott that the precept have an increase of 6% plus £1,000 for clerk salary.  

It was: -
Proposed by Councillor Brigham and Seconded by Councillor R. Leggott and RESOLVED by all that a precept of £5,000 be applied for.  

8. To approve payment of accounts:-  
a) Holland fen village hall - £18.00
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor P. Robinson and RESOLVED by all that the above payment be approved. 

9. To note general correspondence – None. 

10. To note all planning applications 
a) B/22/0409 - 8, Barley Sheaf Court, Holland Fen – Council had no objections.
b) B/22/0257 - Eastwood House, North Forty Foot Bank, Holland Fen – Council to revisit plans and send responses to clerk via email. 

11. Highways matters – Any problems to report
a) Councillor Ball told the council that the telegraph pole and post box have been replaced outside of Brothertoft village hall since being hit by a vehicle but there is still no new litter bin. The clerk informed the council that she had been contacted by the Borough council who asked the parish council to replace the bin and claimed it is the parish councils responsibility. The clerk was asked to email the District councillor George Cornah and see if he can help. 
b) The clerk was asked t report a pot hole outside Larringtons. 
c) The clerk was asked to report a pothole outside the Castle Inn. 
d) Councillor M. Leggott told the council that a resident has flailed some of the overgrown hedge on Kirton Drove. Councillor Brookes told the council that highways has issued a job for this and the works will be carried out when possible. 
e) Councillor Brigham asked a letter be wrote to highways to understand what pressure they are under and how they prioritise jobs. 
f) The clerk was asked to report a pothole on Ferry Lane outside Hill House. 

12. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes told the council that he has arranged a meeting with highways for Councillor M. Leggott to meet with and discuss the drop off points where the new surfacing has been carried out on Kirton Drove. He had nothing else to report. 
b) Borough Councillor – Chelcei Sharman & George Cornhan – Not present, no report given. 
c) Police – Not present, no report given.
