Minutes from 4th January 2022

Holland Fen with Brothertoft parish council meeting held on Tuesday 4th January 2022 in Brothertoft village hall at 7:00pm
In Attendance: with Councillor Nigel Early in the Chair, there were present Councillors: Peter Robinson, Richard Leggott, Alan Dring, Paul Anderson, Dave Ball, Angela Cannon and Mark Leggott.  County Councillor Michael Brookes was also in attendance. 
Clerk – Miss Sarah Kulwicki
Public: None. 
Absent: Borough councillors Chelcei Sharman and George Cornah. 
The chairman declared the meeting open at 7:00 pm. 
1. Chairman’s remarks – The chairman welcomed all present and wished everone a happy new year. 

2. Apologies for absence – None. 

3. Declarations of interest in accordance with the 2000 Local Government Act – There were none. 

4. The notes from the meeting of the Council held on Tuesday 2nd November 2021 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor M. Leggott and RESOLVED by all that the notes from 2nd November 2021 are approved as minutes and be signed by the Chairman. 

5. Matters arising..
a) Kirton Drove update – County Councillor M. Brookes told the council that Kirton Drove is on the schedule for works in March prior to the cable works being carried out. On the 14th January Highways will have a meeting to discuss what will be done. 
b) The council raised concerns as to what will happen to the road conditions when the limestone is removed from the Viking link site, Councillor Brookes informed the council that he would make Highways aware of their concerns but the pre work surveys and post works surveys that are carried out provide a lot of the information for the council to look at to help ensure the road condition is returned to an acceptable standard. 
c) Councillor Dring told the council that Parsons Bridge works have been carried out. 
d) Councillor Brookes informed the council that the trees on NFFB bordering Sheaf House (Ref: 403666) have enforcement action scheduled by Highways but this can take months. 
e) Councillor M. Leggott reported the trees on Kirton Drove on both sides of the road just of the junction with Parsons Drove. The clerk has reported this. (Ref: 413264)

6. To co-option of any potential candidates present – There were none.  

7. To approve payments of accounts: -  
a) Boston Borough Council – Removal of street light - £505.74

It was: -
Proposed by Councillor N. Early and Seconded by Councillor M. Leggott and RESOLVED by all that the above payment be approved and duly paid.  

8. To note general correspondence – The clerk informed the council that this is dealt with via email between meetings. She circulated the LIVES newsletter and a change in licencing for taxis at Boston Borough council. 

9. To note all planning applications – Nothing new to report. 

10. Highways matters – Any problems to report
a) Councillor M. Leggott reported that the surface on NFFB where surfacing works have been carried out now makes the road higher than the verge and in some places there is a 2ft drop off the side of the road. The clerk will report this. (Ref: 413388)
b) Councillor M. Leggott reported that rocks have been placed on the verge outside the chimneys. The clerk will report this. (Ref: 413390)
c) Councillor Robinson reported dog fouling on the footpath outside the Lodge. The clerk has reported this, no ref issued. 

11. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes told the council that the county council have had their Highways budget cut by 12 million pounds this happened in the last financial year (2021-2022) and the county council used reserves to cover this as it was for road maintenance but it is not something they can keep doing. He handed out leaflets and asked that the council members send in their views/ pictures of the road conditions in the hopes that this will prompt government to re-install the funding. 
b) Borough Councillor – Chelcei Sharman & George Cornhan where not present. 
c) Police – Not present, no report given. 
                
12. Date of next meeting –Tuesday 1st  March 2022, at 7:00 p.m. at Holland Fen village Hall.

13. Any other matters for inclusion on the next agenda
a) Councillor Anderson asked if the council are doing anything for the queens jubilee. The council said to wait and see what the village halls would be doing. 
b) Councillor M. Leggott asked that updates be provided on the enforcement action for the caravan site, the cost of a dog waste bin and updates on the issues for overgrown trees on Parson/ Kirton Drove.
