Minutes from 28th June 2022

Holland Fen with Brothertoft parish council meeting held on Tuesday 28th June 2022 in Holland Fen village hall at 7:30pm
In Attendance: with Councillor Mark Leggott in the Chair, there were present Councillors: Richard Leggott, Dave Ball, Paul Anderson, Peter Robinson and Mark Leggott.  County Councillor Michael Brookes was also in attendance. 
Clerk – Miss Sarah Kulwicki
Public: There were no members of public present. 
Absent: Councillors A. Cannon, A. Dring, N. Early, J. Brigham and Borough councillors Chelcei Sharman and George Cornah. 
The chairman declared the meeting open at 7:30 pm. 
1. Chairman’s remarks – The chairman welcomed all present and thanked them for coming. 

2. Apologies for absence – Appologies received and accepted from Councillor Brigham. 

3. Declarations of interest in accordance with the 2000 Local Government Act – There were none. 

4. The notes from the meeting of the Council held on Tuesday 3rd May 2022 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor D. Ball and RESOLVED by all that the notes from 3rd May 2022 are approved as minutes and be signed by the Chairman. 

5. Matters arising..
a) Councillor Ball told the council that the trip hazard on the path near Langrick Bridge Stores is still an issue and more people have fallen over on it. 
b) Councillor R. Leggott made the council aware that the works to be done by Belfour Beaty on Kirton Drove are limited. They are only doing up to the entrance of the site. Councillor Brookes told the council that this was always the case, once the works have been done the Highways manager will come out to Kirton Drove to assess the road conditions and see what can be done by them.   
c) Councillor M. Leggott told the council that he has had a few complaints in regards to the overgrown trees on Kirton Drove which are damaging lorry canopies’ and curtains. The clerk was asked to report via fix my street. 
d) Councillor Brookes reminded council that the works for Kirton Drove will commence on the 11th July for 2 weeks and Clay Dyke Bank starts on the 25th July for 2 weeks. 

6. Election of Vice- Chairman 
It was:-
Proposed by Councillor R. Leggott that Councillor P Anderson be elected as Vice- Chairman Seconded Councillor D Ball and RESOLVED. Councillor Anderson signed the declaration of acceptance.

7. Audit of accounts – presentation of accounts – Internal auditor has done checks all cleared for approval of this Council
a) To approve the councils certificate of exemption 
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor P. Anderson and RESOLVED, the certificate is approved and be signed by the chairman.  

b) To confirm and approve the Accounting statements contained in the Annual Return 
The figures from the financial records have been transcribed into section 1 of the annual return. 
It was: -
8. Proposed by Councillor D. Ball and Seconded by Councillor R. Leggott and RESOLVED that the accounting statements for the year ending 31st March 2022 be approved. 

a) To approve the annual governance statement in the annual return
Members considered the detail within the governance statement and understood what they are, as a corporate body, approving. 
It was: -
Proposed by Councillor P. Anderson and Seconded by Councillor R. Leggott and RESOLVED by all that the council answer ‘yes’ to all boxes contained in the annual return. 

9. To approve payment of accounts:-  
a) Internal Audit - £30
b) Holland Fen hall hire for June - £18.00

10. To note general correspondence – The chairman read out a letter of thanks to the council for their donation to the jubilee event it was well attended and enjoyed by all. 

11. To note all planning applications – None. 

12. Highways matters – (see matters arising) 
a) Dog waste bin – Councillor Robinson told the council that the issue appears to have subsided and he will inform the council if this does change. 
b) Grit Bin – The clerk told the council she had emailed Dan Goodman to ask for permission on placement of a new bin but had not yet gotten a reply. Councillor Brookes asked for a copy of the email so he could chase this. 

13. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes told the council he had spoken with the Highways manager about Sheaf House and the overgrown hedges and the HM will attend with a senior officer again following the council saying it had not been cut back enough. They can be cut back (width) but they cannot ask for the height to be cut. 
b) Borough Councillor – Chelcei Sharman & George Cornhan – Not present, no report. 
c) Police – Not present no report given. 

14. Date of next meeting –Tuesday 6th September 2022, at Brothertoft village hall at 7:30pm.  

15. Any other matters for inclusion on the next agenda – Clerk to add grit bin.
