Holland Fen with Brothertoft parish council meeting held on Tuesday 1st March 2022 in Brothertoft village hall at 7:00pm
In Attendance: with Councillor Nigel Early in the Chair, there were present Councillors: Richard Leggott, Alan Dring, Dave Ball, Angela Cannon and Mark Leggott.  County Councillor Michael Brookes was also in attendance. 
Clerk – Miss Sarah Kulwicki
Public: There was member of public present. 
Absent: Councillors Anderson, Robinson and Borough councillors Chelcei Sharman and George Cornah. 
The chairman declared the meeting open at 7:00 pm. 
1. Chairman’s remarks – The chairman welcomed all present and congratulated the clerk on the birth of her new baby. 

2. Apologies for absence – Apologies received and accepted from Councillor Anderson and Robinson. 

3. Declarations of interest in accordance with the 2000 Local Government Act – There were none. 

4. The notes from the meeting of the Council held on Tuesday 4th January 2022 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor D. Ball and RESOLVED by all that the notes from 4th January are approved as minutes and be signed by the Chairman. 

5. Matters arising..
a) Kirton Drove update – Councillor Brookes told thee council that the road works will go ahead. 
b) Planning enforcement for caravans – The case officer has attended the site and no breeches had been made he told the council that if they had seen any people on site to please report it. 

6. To co-option of any potential candidates present 
There was one member of public present who registered her interest in writing to the clerk, she told the council a bit about herself and why she is interested in the position.
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor A. Cannon and RESOLVED by all that Jo Brigham  be co-opted on to the council. She  signed a declaration of acceptance of office. 

7. To approve payments of accounts: -  
a) Street lights running costs (BBC) - £505.74
b) Brothertoft village hall (Jan) - £20.00
c) S- Kulwicki – Wages Sept - March & PAYE - £505.00

d) LALC Annual subs - £225.19
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor D.Ball and RESOLVED by all that the above payment be approved and duly paid.  

e) Donation request from All Saints Church Holland Fen
f) Donation request via Chairman for Brothertoft Churchyard
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor D. Ball and RESOLVED by all a donation of £225.00 be made to both churchyards.  

g) Donation request from Holland Fen village hall for the Queens Jubilee event  
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor A. Cannon and RESOLVED by all that a donation of £200.00 be made proving the event does go ahead. 
The clerk was asked to write them a letter to inform them that the funds would be given If they have enough interest to hold the event. 

8. To note general correspondence – The clerk told the council that this has been dealt with via email. 

9. To note all planning applications
a) Report back on enforcement action – see item 5b, agenda error duplicated item. 

10. Highways matters – Any problems to report
a) Grit bin (cheetams lane) – The clerk told the council that this was not owned by Lincolnshire County Council, and they have no record of the bin. They said as it is yellow in colour it must have been privately purchased as they own green and blue ones. The clerk requested that Lincolnshire county council carry out an assessment to see if the road scores high enough to have a grit bin placed there by the council, but it did not. The parish council would have to purchase one to replace it. The clerk was asked by the council to get a price for a new bin. 
b) Dog waste bin – The clerk told the council that the borough council have put up dog waste signs and have now told the council that they can move the current bin from outside the hall to the end of the footpath at cost to help the situation. The council asked if the clerk could request an additional bin again and not to move the current litter bin. 
c) Overgrown trees on Parson/ Kirton Drove – Councillor Brookes told the council that the highways manager had reported that the hedges are not yet at an intervention level. As for Sheaf House, NFFB he told the council that the legal route is a very lengthy process, and the highways manager will go to the hedge owner and ask them if they would be willing to cut them. 
d) Councillor Ball asked the clerk if she could request a street cleaner outside the pumps at Langrick Bridge stores as there is a build up of debris on this side of the road. 
e) Councillor Early asked the clerk to report the potholes outside the council houses on Parsons Drove and the potholes outside Llandy Lodge on Gill Bridge. 
f) Councillor Dring reported Parsons Lane corner as it has a very big dip in the road from where a water main burst some time ago. 

11. To receive reports from representatives of outside bodies or local organisations

County Councillor – Michael Brookes told the council the council tax will be going up 5%. 3% for adult and social care and 2% for general council tax to help towards the deficit funding for the roads. Councillor Brookes made the council aware that the boundaries for constituencies are changing and Amber Hill, Swineshead and Holland Fen with Brothertoft will be moved to the new South Lincolnshire Constituency.
a)  The clerk was asked to object to the move (Ref:BCE-89863).  
b) Borough Councillor – Chelcei Sharman & George Cornhan were not present, and no reports were given. 
c) Police – No report given. 

12. Date of next meeting –Tuesday 3rd May 2022, at 7:30 p.m. which will be the annual parish meeting followed by the annual council meeting at 8:00 pm at Brothertoft village Hall.

13. Any other matters for inclusion on the next agenda – There were none.
