Notes from 12.09.2023
Holland Fen with Brothertoft parish council meeting held on Tuesday 12th September 2023 in Brothertoft village hall at 7:30pm
In Attendance: with Councillor Mark Leggott in the Chair, there were present Councillors: Dave Ball, Peter Robinson, Nigel Early, Alan Dring, Angela Cannon and Paul Anderson. County Councillor M. Brookes and Borough councillor S. Evans and S. Welberry.
Clerk – Miss Sarah- Louise Kulwicki
Public: There was one member of public present.
Absent: Councillor J. Brigham.
The chairman declared the meeting open at 7:30 pm.
Public forum:
A member of Brothertoft village hall committee presented the council with quotes to remove the bell tower from Brothertoft village hall. The village hall committee intend on taking down the tower and making good the roof. The council support their decision and ask that they make the decision as they are better suited to, having met with all the contractors.
1. Chairman’s remarks
The chairman welcomed all present.
2. Apologies for absence
Apologies received and accepted from Councillor Jo Brigham and Councillor R. Leggott.
3. Declarations of interest in accordance with the 2000 Local Government Act
Councillor M. Leggott declared an interest on the development on Dovecote Lane as he has some neighbouring agricultural land.
4. The notes from the meeting of the Council held on Tuesday 4th July 2023 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor P. Anderson and Seconded by Councillor A. Cannon and RESOLVED by all that the notes be approved as minutes and signed by the chairman.
5. Matters arising.
a) Councillor M. Leggott told the council that the speed reduction on Parsons Lane, Holland Fen does not meet the criteria needed for it to be changed. Councillor Brookes told the council that he has spoken with the highways manager and they have agreed to put SLOW markings on either side of the road. The job for this has been issues. Councillor M. Leggott thanked him for his efforts.
b) Councillor P. Anderson told the council that Brothertoft village hall accounts are currently with the charity commission.
6. To approve payment of accounts:-
a) BBC – Election costs - £89.17 (PAID)
b) Clerks salary and expenses for June and July - £301.46
c) HMRC - £63.20
d) Brothertoft village hall - £20.00
It was: -
Proposed by Councillor A. Dring and Seconded by Councillor P. Anderson and RESOLVED by all that the payments be approved.
7. To note general correspondence
a) The council received an email complaint about the state of the churchyard, the council informed them this was the pcc responsibility not the councils since then the council has received a letter from Holland Fen church warden apologising for the state of the churchyard as they have had some mechanical issues which have no been resolved.
b) The council has received a reply from Black Sluice informing them that they will only take action when the drainage becomes an issue and causes damage to the road and verges.
8. Street lighting – response to Old Leake parish council
The clerk was asked to write to Old Leake parish council and inform them that the council supports their petition and they should ask the borough to consider a phased change over to LED street lights.

9. To note all planning applications
a) The clerk was asked to write to a planning officer at the Borough council to report the erection of a shed which does not have planning permission.
10. Highways matters – Any problems to report
a) Encroaching hedge – Skylark cottage. Councillor M. Leggott told the council that this has now been done.
b) Reply from Black Sluice see item 7b.
c) Councillor Brooks told the council that a full programme brief has been approved for Kirton Drove.
d) Councillor Early reported some hole on Kirton Drove after the new surfacing carried out by Viking Link.
e) Councillor Evans told the council that a car has crashed into someone’s home on Punchbowl lane and the council are working on getting some speed reduction methods in place.
f) Councillor Robinson reported a pot hole outside Ferry Farm on the B1192.
g) Councillor Leggott reported pot holes on Ferry Lane, 3 in quick succession near Derek Meeds Foods Councillor Leggott reported a pot hole on Dovecote Lane, Holland Fen.
h) Councillor Early reported that there are cars parked on the verge to the train station control box. The clerk was asked to write to Network rail and report this as it is causing an obstruction for onlooking traffic coming out of the junctions.
11. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes nothing further to report.
b) Borough Councillor – Stuart Evans and Suzanne Welberry nothing further to add.
c) Police – Not present no repot given. Councillor Anderson reported that he had 2 tractors drained of fuel which has been reported to the Police. He also reported that he had a mobile fuel bowser stolen from his workshop and the police have no yet attended the crime scene.
