Holland Fen with Brothertoft parish council meeting held on Tuesday 4th July 2023 in Holland Fen village hall at 7:30pm
In Attendance: with Councillor Mark Leggott in the Chair, there were present Councillors: Dave Ball, Peter Robinson, Nigel Early, Alan Dring, Richard Leggott and Jo Brigham.County Councillor M. Brookes and Borough councillor S. Evans and S. Welberry.
Clerk – Mrs Kathy Roberts
Public: There was one member of public present.
Absent: Councillor A. Cannon and P. Anderson.
The chairman declared the meeting open at 7:00 pm.
Public forum:
A member of public present asked the council to consider requesting a 30mph speed limit on Parsons Drove.
1. Chairman’s remarks
The chairman welcomed all present.
2. Apologies for absence
Apologies received and accepted from Councillor A. Cannon and Councillor P. Anderson.
3. Declarations of interest in accordance with the 2000 Local Government Act
There are none.
4. The notes from the meeting of the Council held on Tuesday 9th May 2023 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor A. Dring and Seconded by Councillor D. Ball and RESOLVED by all that the notes be approved as minutes and signed by the chairman.
5. Matters arising..
None.
6. Proposal to apply for change of speed limit -Parsons Lane, Holland Fen
County Councillor M. Brooks reported that this road is an unclassified road and a Highways officer has had a look and suggests that the development density and speed of traffic it is highly unlikely that a 30mph speed limit would be passed. County Councillor M. Brooks has a reply from Highways that he will forward to the clerk if required. A request could be made to add a 50mph speed limit to match the main road. The clerk was asked to write to the member of public and let them know.
7. To discuss the removal of the bell house on Brothertoft village hall
District Councillor S. Evans read out the statement that the council are trustees of the village hall he has also requested that a formal proposed to be put forward from the hall committee with the costings for both full roof replacements ,one with the removal of the bell tower and a second one retaining the bell tower .
8. Presentation of Brothertoft village hall accounts (if received)
There were none presented.
9. Approval/ review of council policies – no changes have been made
It was Proposedby Councillor J. Brigham Secondedby Councillor D. Ball and Resolved.
10. To approve payment of accounts:-
a) Brothertoft hall for May - £20.00 (PAID)
b) Zurich additional Insurance - £89.59 (PAID)
c) Clerks salary and expenses forJune and July - £301.26
d) HMRC - £63.40
It was Proposed by Councillor Dring Seconded by Councillor R. Leggott and Resolved by all.
11. To note general correspondence
There was none.
12. To note all planning applications
a) B/23/0204 – Amber House Farm Barn, Sutterton Drove, Amber Hill, Boston, PE203RS. Single story. The council had no objections to this application.
13. Highways matters – Any problems to report
a) Black Sluice – Dyke on Ferry Lane. Highways have reported that they do not have any issues with the dyke unless Black Sluice sees any issues. The clerk will update the council when a reply is received from Black Sluice.
14. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes told the council that he is pushing for Kirton Drove to be sorted. He does not have a time frame at this time.
b) Borough Councillor – Suzanne Welberry told the council that she has responded to requests from the clerk and local members of public. District Councillor Stuart Evans told the council that the Fix my street reporting system is going well.
c) Police were not present.
15. Date of next meeting –Tuesday 12th September 2023, at Brothertoft village hall at 7:30pm.
