Holland Fen with Brothertoft parish council meeting held on Tuesday 7th March 2023 in Holland Fen village hall at 7:00pm
In Attendance: with Councillor Mark Leggott in the Chair, there were present Councillors: Dave Ball, Peter Robinson, Nigel Early, Alan Dring, Paul Anderson, Jo Brigham and Angela Cannon.
Clerk – Miss Sarah Kulwicki
Public: There were no members of public present. 
Absent: Councillor R. Leggott, County Councillor M. Brookes and Borough councillor George Cornah. 
The chairman declared the meeting open at 7:00 pm. 
1. Chairman’s remarks – The chairman welcomed all present. 

2. Apologies for absence – Apologies received and accepted from Councillor R. Leggott and County Councillor M. Brookes. 

3. Declarations of interest in accordance with the 2000 Local Government Act – None. 

4. The notes from the meeting of the Council held on Tuesday 10th January 2023 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor A. Dring and Seconded by Councillor A. Cannon and RESOLVED by all that the notes be approved as minutes with 2 amendments. 

5. Matters arising – Items to come up in the agenda. 

6. To approve payment of accounts:-  
a) BBC – Litter Bin - £361.04
b) LALC Subs - £228.59
c) Clerks salary and expenses for Jan/ Feb/ March - £382.54
d) HMRC - £94.80
It was: -
Proposed by Councillor Early and Seconded by Councillor Ball and RESOLVED by all that the above payments be approved and duly paid. 
e) Holland Fen village hall donation for coronation event 
It was: -
Proposed by Councillor Early and Seconded by Councillor Ball and RESOLVED by all that a donation of £200.00 be given for the coronation event. 
f) Brothertoft church yard donation 
It was: -
Proposed by Councillor Leggott and Seconded by Councillor Dring and RESOLVED by all that a donation of £225.00 be given for the churchyard maintenance. 

7. To note general correspondence – The clerk told the council this has all be dealt with via email. She told the council she had the nomination packs if they wish to stand as a councillor again. 

8. To note all planning applications – Nothing which hasn’t all ready been done via email.

a) B/23/0070 – Extension to agricultural store on Ferry Lane. The council has no objections. 
b) B/23/0004 – To vary condition 1 of permission B/20/0095 Holland House Farm, Kirton Drove. The council has no objections or comments to make. 
c) B/23/0048 – New agricultural store, Dovecote Farm, NFFB. The council had no objections. 
d) B/17/0367 – Outline planning for 1200 dwellings and associated infrastructure, Gilbert Drive, Boston. The council made comments on the application including questions about infostructure, time, parking provisions and affordable housing provision. 
e)  B/23/0019 -Erection of an open covered walkway, Cut villa, NFFB. The council had no objections. 
f) B/20/0045 – Agricultural store building, Rockerdam farm, Punchbowl Lane. The council had no objections. 

9. Highways matters – Any problems to report
a) Councillor Ball told the council that there is still a trip hazard on Langrick Bridge. 
b) Councillors raised concerned with Ferry Farm corner, the dyke has been filled in with no previsions being made for the water running of the fields. The clerk was asked to write a letter to highways outlining the councils concerns. 
c) Councillor Bingham told the council that she is disappointed that there is no long term plan as to how highways priorities their jobs. 
d) Councillor Dring asked if there are any plans to take down the trees on Kirton Drove, 200 yards south of Parson Junction. 
e) Councillor Robinson reported a pot hole to the east of Hill house farm, Ferry Lane. 
f) Councillor Cannon told the council that the condition of Great Fen Road is still very poor and in need of major repairs. The clerk was asked to request some not suitable for HGV signs. 

10. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes not present, no report given. 
b) Borough Councillor –George Cornhan, not present and no report given.
c) Police no report give. Councillor Brigham told the council that her barn had recently been broken into and various tools and machinery where taken she warned councillors to be vigilant. 

11. Date of next meeting –Tuesday 9th May 2023, at Brothertoft village hall at 7:30pm. The annual parish meeting will be at 7:30pm followed by the annual council meeting at 8:00pm. 

12. Any other matters for inclusion on the next agenda – None.
