Holland Fen with Brothertoft parish council meeting held on Tuesday 10th January 2023 in Brothertoft village hall at 7:00pm
In Attendance: with Councillor Mark Leggott in the Chair, there were present Councillors: Richard Leggott, Dave Ball, Peter Robinson, Nigel Early, Alan Dring and Angela Cannon.
Clerk – Miss Sarah Kulwicki
Public: There were no members of public present.
Absent: Councillor Paul Anderson, Jo Brigham, County Councillor M. Brookes and Borough councillor George Cornah.
The chairman declared the meeting open at 7:00 pm.
1. Chairman’s remarks – The chairman welcomed all present and wished them all a happy new year.
2. Apologies for absence – Councillor Brookes sent his apologies as he was at another meeting.
3. Declarations of interest in accordance with the 2000 Local Government Act – None.
4. The notes from the meeting of the Council held on Tuesday 01st November 2022 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor Ball and RESOLVED by all that the notes from 1st November 2022 are approved as minutes and be signed by the Chairman.
5. Matters arising..
a) Councillor Ball told the council that the trip hazard remains on Langrick Bridge. Contractors have been to the site and taken photos. He speculated that someone may have been seriously injured from falling on the hazard and solicitors are involved.
b) Councillor M. Leggott told the council that 90tonnes of top soil has been delivered and levelled out over the verges on Kirton Drove.
c) Councillor Ball who litter picks regularly has also noticed an increase in litter since the bin was destroyed.
6. To approve payment of accounts: -
a) Clerks’ salary to January 5th, 2023 - £368.60
b) HMRC - £68.40
c) BBC streetlights £539.89 – deducted from precept
It was: -
Proposed by Councillor R. Leggott and Seconded by Councillor A. Cannon and RESOLVED that the above payments be approved and duly paid.
d) Replacement of bin – prices received est £300.87 with no fittings needed. The clerk was also asked to get in touch with the councils insurers again and claim for a new waste bin.

all that a new litter bin be installed on site of the old one so the remaining slab could be used.
7. To note general correspondence
a) Councillor M. Leggott received a letter from the all saints church holland fen asking for a donation towards the church yard upkeep.
It was: -
Proposed by Councillor M. Leggott that a donation of £250 be made.
It was: -
Proposed by Councillor A. Cannon and Seconded by Councillor A. Dring and RESOLVED that a donation of £225 be given to all saint’s church holland fen and Brothertoft church yard should a request be received.
8. To note all planning applications – The council currently deal with applications via email as and when they come in. Some councillors have not been able to access the plans on the Borough council’s website. The clerk asked that they email her immediately is this is the case, and she will get the plans to them another way.
9. Highways matters – Any problems to report
a) Fly tipping signs have been requested via the district councillor, but councillors felt that it would be of no real benefit to the area as there are some on Punchbowl Lane which are not effective.
b) Councillor Cannon asked how highways do prioritise their jobs, councillor M. Leggott told her he got a vague response, but it is very dependent on budget.
c) Councillor M. Leggott told the council that highways are working on the pot holes at chapel hill bridge and they are going to do the pot holes south of Cheatham Bridge. He told the council that the trees on Kirton Drove have been flailed back and he asked for some soil on NFFB to do the verges there.
d) Councillor Ball asked if Kirton Drove is a private road as someone has lost a sale due to this. Councillors told him that that is a private matter for solicitors not the parish council.
e) Councillor Dring told the council that there are some potholes by Castle pub on Kirton Fen which need attention.
f) Councillor M. Leggott reported a pothole on Ferry Lane near Hill house.
g) Councillor R. Leggott reported potholes along the road edges at Gill end, NFFB and up to and beyond Hill house farm on Ferry Lane.
10. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes – Not present, Councillor M. Leggott told the council that he has given him a verbal report on some of the outstanding issues (9a).
b) Borough Councillor - George Cornhan – none.
c) Police – none. Councillors reported that there was as suspicious vehicle in the area on Christmas eve. Some hare coursers were caught on Dovecote Lane.
11. Date of next meeting –Tuesday 7th March 2023, at Holland fen village hall at 7:00pm.
12. Any other matters for inclusion on the next agenda – None.
