Holland Fen with Brothertoft parish council meeting held on Tuesday 25th March 2025 in Holland Fen village hall at 7:00pm
In Attendance: with Councillor Paul Anderson in the Chair, there were present Councillors: Peter Robinson, Alan Dring, Dave Ball, Edward Cawdron, Angela Cannon and Mark Leggott. County Councillor Micheal Brookes
District Councillor Stuart Evans.
Clerk – Miss Sarah Kulwicki
Public: There was one member of public present.
Absent: Councillor Nigel Early and District Councillor Suzanne Wellbury.
The chairman declared the meeting open at 7:00 pm.
Public forum:
The member of public present introduced himself to the council, he is attending the meeting as he is interested in the vacancy and wanted to see what the council do.
1. Chairman’s remarks
The chairman welcomed all present and thanked the clerk for her services to the council. He wished her the best in her new role.
Cllr M. Leggott asked that a letter of thanks be given to Cllr Leggott for his many years of service on the council. Cllr Anderson also thanked Cllr Brookes for his service, support and dedication.
2. Apologies for absence
Apologies received and accepted from Councillor Early and District Councillor Suzanne Wellbury.
3. Declarations of interest in accordance with the 2000 Local Government Act
None.
4. The notes from the meeting of the Council held on Tuesday 28th January 2025 (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor E. Cawdron and RESOLVED to approve the notes as minutes and the chairman to sign.
5. Matters arising..
a) Cllr Cannon told the council that the speed limit request she put forwards at the last meeting needs to go to Kirton Drove to be effective. Cllr Brookes has put this forwards for consideration with the traffic regulation team and he did request it up to Kirton Drove.
6. To receive reports from representatives of outside bodies or local organisations
a) County Councillor – Michael Brookes told the council that it is PURDAH so he is doing his best to get things done. The work for the reduction of the speed limit to 30 mph from 50mph on NFFB is in the pipeline with the contractor and he has chased the pot hole outside Langrick Bridge stores and it is not bad enough at this time for highways to take any action on.
b) Borough Councillor – Stuart Evans had nothing to add.
c) Police – Not present no report given.
7. To approve payment of accounts:-
a) Clerks salary and expenses for Feb and March - £305.46
b) HMRC PAYE - £63.20
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor D. Ball and RESOLVED for the payments to be approved and duly paid.
8. To note general correspondence
The clerk told the council that the Borough council is supplying bunting and flags for parishes to celebrate VE and VJ day, there will be more information sent out on this from the Borough council in due course.
9. To set an additional meeting with MP
Councillors discussed the options available and will suggest 24th May, 31st May, 7th June and the 14th June at 10am providing Brothertoft hall is available as it is more central should members of the parish want to attend and they will be invited to do so. The clerk was asked to suggest these dates to the MP.
10. To note all planning applications
None.
11. Highways matters – Any problems to report
a) Cllr Ball told the council that the sign on Punchbowl lane has been stood up by the highways team but not secured so it has just fallen down again. Cllr Brookes asked him to report this again on fix my street.
b) Cllr Dring reported cracks in the middle of the road and deteriorating road edge on NFFB, near Hedgehog bridge school.
12. Date of next meeting –Tuesday 27th May 2025 at Brothertoft village hall at 7:30pm. This will be the annual parish meeting followed by the annual council meeting at 8:00pm.
13. Any other matters for inclusion on the next agenda
None.

14. To resolve to move into closed session as required- Under the Public Bodies (admissions to meetings) Act 1960 and the Local Government Act 1972, ss 100 and 102
It was: -
Proposed by Councillor M. Leggott and Seconded by Councillor D. Ball and RESOLVED to move into closed session.
a) To set a date for interviews for the clerks role – Date set for the 5th April starting at 10am for 45 minutes per interview. Clerk to book available village hall. The interviewers will be the chairman, vice-chairman, the clerk and another councillor depending on who is available. Clerk to email Cllrs and applicants once hall is confirmed.
